Planning for the tower began in 2006 as part of the development of southern Bat Yam. Initially, the tower was supposed to rise to a height of 25 floors, but in 2010, before construction began, the plan was changed. The plot on which the tower is built is about five dunams (5,000 sq.m) and includes 162 apartments, most facing the Mediterranean Sea, which is about 350 meters from the tower. The tower includes a lobby with a bar and a gym. Adjacent to it is a large urban park, the city promenade, and several hotels.

A significant portion of the apartments in the tower was purchased by foreign residents, mainly citizens of France and the United States.

The inspiration for the tower's shape stems from the fact that Bat Yam has no port or marina, so the decision was made to give the city a unique residential tower inspired by the maritime world, a sail and an illuminated mast that serves as a new lighthouse for the city without a port.
